District Board of Trustees

The District Board of Trustees is the policy-making body for Tallahassee State College. Trustees are appointed by the Governor and are confirmed by the Florida Senate.

Meeting Schedule

Each meeting begins at 2:30 p.m., which is followed by a board workshop. Unless noted otherwise, all District Board of Trustees meetings which take place on Tallahassee State College's main campus are held in the Herb F. Morgan Room, located on the second floor of the Hinson Administration Building (directions).

Meet Our Board Members

   Eugene Lamb

Eugene Lamb Jr., Chair

Trustee Lamb has served on the District Board of Trustees since 2007 when he was appointed by Governor Charlie Christ. He has since been reappointed to five consecutive terms by Governors Rick Scott and Ron DeSantis. Lamb previously served as board chair in 2010-11 and again in 2013-14. The Florida native and Army veteran was a teacher in the Leon County school district for 30 years. Representing Gadsden County, he served on the Gadsden County Commission for eight years, chairing the Commission from 2008 to 2010. In 2015, Lamb was appointed by Governor Rick Scott to serve on the Florida Commission on Healthcare and Hospital Funding to investigate the role of taxpayer funding for hospitals, insurers, and healthcare providers. A former high school and college basketball player and high school basketball coach, Lamb previously served as an at-large member of the board of directors of the Florida High School Athletic Association, which includes nearly 800 member high schools and middle schools across the state.

Christian Caban, Vice Chair

Trustee Caban is a Leon County Commissioner and managing partner of a hospitality group that owns and operates several well-known establishments in Tallahassee. A lifelong Floridian and proud TSC alumnus, his career has focused on entrepreneurship, business development, and public service. He brings a strong commitment to education and community engagement and experience in strategic oversight, economic growth, and regional policy initiatives. Governor Ron DeSantis appointed him in July 2025.

Sara Bayliss Headshot

Sara Bayliss

Trustee Bayliss is a College Admissions Advisor at St. John Paul II Catholic High School in Tallahassee and a Counselor with Game Plan College Admissions Counseling. With a professional focus on college access and student advising, she brings experience in secondary education, admissions guidance, and student advocacy. Bayliss serves on the board of directors of the Florida High School Athletic Association and is a member of the National and Southern Associations of College Admissions Counselors. She earned her bachelor’s degree in management information systems and French from the University of Iowa and her master’s degree in business administration from Florida State University.

Monesia Brown

Trustee Brown is a consultant specializing in education and government strategy. An attorney and trusted advisor, her career has focused on legislative and executive branch matters, including economic development, state procurement, education, and more. Her experience spans emergency disaster response and recovery, corporate community investment, and managing initiatives in Florida in partnership with state and local governments. Prior to her consulting work, she served as director of Public Affairs and Government Relations for Walmart Inc. She also served on the Florida State Board of Education from 2021 to 2024.

Karen B. Moore

Karen B. Moore

Trustee Moore was appointed to the board in 2007 by Governor Charlie Crist and reappointed in 2012 by Governor Rick Scott and in 2019 by Governor Ron DeSantis. She is the founder and chief executive officer of Moore, an independent and globally-ranked marketing and communications agency. Moore served as board chair in 2009-10. She previously served as president of the TSC Foundation Board and chaired both of the College's capital campaigns, which secured over $23 million to support student scholarships and facilities upgrades. Moore also serves on the board of the Florida College System Foundation, which provides scholarships for students attending Florida's 28 community and state colleges. She served as chair of the Association of Florida Colleges Trustees Commission and was recognized as Trustee of the Year by the Commission in 2021. The Richard W. & Karen B. Moore Veterans Success Center at TSC was named in honor of Moore and her husband, who are also founders of the Moore Veterans Leadership Academy, which helps veterans succeed in college and in the workforce.

Jonathan Rees

Trustee Rees is a partner at SBM Partners, where he focuses on government affairs and public policy, representing businesses, trade associations, and nonprofit organizations before Florida’s legislative and executive branches. His work centers on strategic advocacy and relationship-building to advance legislative and budget priorities, including securing significant state funding and policy wins such as $10 million for Florida’s thoroughbred industry and $1.67 million to support the expansion of an equine and agribusiness program within the Florida College System. Prior to joining SBM Partners, he served as Director of State Government Affairs for Anheuser-Busch and held senior legislative roles with the Florida Department of Agriculture and Consumer Services and the Florida Legislature. Rees is a magna cum laude graduate of Florida State University with a degree in International Affairs.

Monte Stevens 

Trustee Stevens was appointed by Governor Ron DeSantis in August 2021. The Niceville, Florida, native is a partner at The Southern Group. He previously served as Deputy Chief of Staff at the Florida Office of Insurance Regulation and worked in legislative affairs at the Agency for Healthcare Administration and the Department of Financial Services. Stevens was a member of two national championship debate teams at the University of Missouri-Kansas City where he earned his bachelor's degree in political science before earning his master's degree in speech communication from Kansas State University.
