The Executive Team collectively oversee all management and operations of Tallahassee State College through thoughtful collaboration and a focus on supporting the learning experience of students, the employee experience of faculty and staff, and the partnership experience with our community stakeholders. The team works directly with the President and each other to facilitate decision-making and ongoing communication.
Vice President for Workforce DevelopmentShelly Bell |
Shelly Bell is a dedicated educator and administrator with deep experience in K–12 and postsecondary education. Her passion for empowering students and expanding workforce and college readiness opportunities has shaped a career defined by innovation, collaboration, and results-driven leadership. She was appointed Vice President for Workforce Development at Tallahassee State College in 2023. In her role, Bell leads initiatives that strengthen workforce pathways, expand access to career and technical education, and align academic programs with regional and statewide workforce needs. Prior to joining TSC, Bell served as director of Lively Technical College, where she oversaw postsecondary and secondary career technical education programs for Leon County Schools. During her tenure, enrollment grew significantly, career dual enrollment participation expanded, and she led the launch of innovative programs designed to increase access and workforce readiness. Earlier in her career, Bell served as principal of Amos P. Godby High School, where she expanded workforce education pathways and strengthened partnerships with industry and education partners. She began her career as a classroom teacher and later served in school leadership roles across multiple schools in Leon County. Bell is a leader in regional workforce and economic development efforts. She serves on the boards of the Greater Tallahassee and Wakulla County Chambers of Commerce. She is a founding member of the Talent Development Council and Aspire Capital Region, working to align education, employers, and workforce partners to support regional talent development and economic growth across Leon, Gadsden, and Wakulla counties. She was appointed in 2025 to the State Credential Review Committee with CareerSource Florida and has served on the Board of Directors for CareerSource Capital Region since 2018. She was recognized with the Impact Award from the News Service of Florida in 2024 and the NISOD Excellence Award in 2026. Bell holds both a bachelor’s degree in English education and a master’s degree in educational leadership from Florida State University. She and her husband, Ricky, are the proud parents of two sons, Parker and Taylor. |

She has led high-impact initiatives that elevate the College’s visibility and brand, including serving as a member of the leadership team that guided the institution’s transition from Tallahassee Community College to Tallahassee State College. The rebrand campaign earned the 2024 Communications and Marketing Exemplary Practice Award from the Association of Florida Colleges, and the team was recognized with the College’s High Impact Team Award. Clements earned her bachelor’s degree in communications from Florida State University and a master’s degree in public relations from the University of Southern Mississippi. Prior to joining TSC, she held leadership roles at VISIT FLORIDA, United Way of the Big Bend, Cumulus Broadcasting, and Coton Colors, where she led high-impact campaigns, strengthened brand visibility, and advanced organizational goals through strategic storytelling and engagement. A native Tallahasseean, she is actively engaged in the local community, having served on the boards of the Junior League of Tallahassee, Tallahassee Museum, and the Council on Culture and Arts. She is a member of Leadership Tallahassee Class 26 and a past president of the Junior League of Tallahassee. In 2025, she was named one of the 25 Women You Need to Know by the Tallahassee Democrat. At TSC, she is also a member of the President’s Leadership Institute (Class 3) and a recipient of the NISOD Excellence Award (2023). In addition to her leadership role, she serves as an adjunct professor at the College, teaching Introduction to Mass Media. Her connection to the College is personal – her parents first met here. |
Vice President for Information TechnologyJason Fowler |
After graduating from Liberty County High School in 1996, Fowler continued his education at then Tallahassee Community College while working as a work-study student. As the College’s first enrollment call center employee, he balanced his responsibilities while earning his Associate in Arts degree in 1998. He later earned a B.S. in Communications from Florida State University in 2000 and a master’s degree in educational leadership from the American College of Education in 2011. Fowler expanded his professional experience with the Liberty County School District from 2005 to 2013, serving in a variety of roles, including Guidance and Business Education instructor and later as Coordinator of Technology, Alternative Education, and Special Programs. In 2013, Jason returned to the College to work in Information Technology. His dedication and expertise led him to serve as a Network Technician and then as the Director of IT Infrastructure, where he played a pivotal role in advancing the College's technological capabilities. His work in modernizing infrastructure played a key role in the College's ability to transition to a fully remote learning environment in just one week during the COVID-19 pandemic. Both Jason and his wife, Mandie, are proud TSC alumni. Their two children, Eric and Sally, were dual-enrolled at the College during high school. Eric graduated from the College with an AA in 2017 and later attended the Florida Public Safety Institute, where he earned a Law Enforcement Certification and graduated from the Florida Fish and Wildlife Academy in 2018. Sally earned her degree as a Registered Nurse in 2021. The academic paths of both Eric and Sally were supported by the College's tuition waiver benefit program, continuing the family tradition of education at TSC. |
Vice President for Institutional EffectivenessDr. Steve Nettles |
Before joining TSC in 2025, Nettles served as Director of Institutional Effectiveness at Kansas City Kansas Community College, where he directed strategic planning processes, institutional research, and accreditation support initiatives that advanced student outcomes. Before that, he was Vice President of Institutional Effectiveness at the University of Arizona Global Campus, supervising quality assurance and performance-improvement initiatives grounded in rigorous data analytics. Earlier in his career, he was Executive Director of Institutional Effectiveness at Gulf Coast State College, where he played a key role in leading the institution’s transition from a community college to a state college and oversaw a successful 10-year accreditation review. He has also consulted nationally and internationally on educational performance and policy, helping institutions refine strategy and improve student achievement. Nettles holds a Ph.D. in Educational Leadership and Administration from Florida State University, a Post-Doctoral Certificate in Education Management from Harvard University, and additional academic credentials in education policy and leadership. He is committed to fostering institutional excellence, operational efficiency, and collaborative leadership in service to students, faculty, and staff. |
Vice President for Institutional Advancement/Executive Director of the TSC FoundationHeather Mitchell |
Under her leadership, the College launched and completed a $10 million comprehensive campaign in just one year, ultimately raising more than $14.5 million and securing the two largest gifts in TSC’s history. She also conceptualized and developed Cleaver and Cork, the College’s signature fundraising event series, which has become Tallahassee’s ultimate food and wine showcase. Prior to her work at the College, Mitchell served as President and CEO of United Way of the Big Bend. Appointed at age 40, she was the youngest president and CEO in the organization’s history and the first woman to serve in the role. During her tenure, she led regional fundraising campaigns that generated more than $65 million in support of health and human services and championed the development of an innovative homeless shelter now recognized as a statewide model for community collaboration. A proud graduate of both Chipola College and Florida State University, Mitchell has long been engaged in community leadership. Her service includes board positions with Goodwood Museum & Gardens, Boys and Girls Clubs of the Big Bend, the Big Bend Continuum of Care, FSU’s Opening Nights, the Greater Tallahassee Chamber of Commerce, Tallahassee Economic Development Council, Leadership Tallahassee, and the Junior League of Tallahassee. Her professional honors include a Suncoast Emmy Award (2013) in the Community/Public Service category for United Way of the Big Bend’s Elect United campaign, recognition as a Leading Lady by Young Actors Theatre during Women’s History Month (2022), and the NISOD Excellence Award (2024). She was also named one of the Tallahassee Democrat’s 25 Women You Need to Know (2015). She and her husband, Mark, are proud parents of two daughters, Jaynie and Elise, and find great joy in their role as grandparents to Margo. |
Vice President for Student AffairsDr. Sheri Rowland |
As Vice President for Student Affairs, she provides strategic oversight for admissions and records, academic and career advising, student life and services, athletics, veterans’ success, and the enrollment communications center. Since returning to TSC in 2016, she has played a central role in shaping policies and practices that support enrollment, retention, and holistic student development. Her prior experience includes serving in the University System of Georgia during a period of institutional consolidation and significant organizational transition. There, she served as Vice President for Enrollment Management and Assistant Provost for Student Success, helping lead the institution through structural change while advancing student-centered initiatives. Rowland is a graduate of Leadership Tallahassee (Class 36) and was an Aspen Presidential Fellow (2019-2020). She was awarded the NISOD Excellence Award for her contributions to the College and received the RISE Award for Respect (2022), one of TSC’s highest honors. She is a past chair of the Florida College System Council of Student Affairs and a former member of the NASPA James E. Scott Academy Board. Rowland earned a Doctor of Education in higher education from Florida State University, as well as a Master of Arts in Psychological Counseling and a Bachelor of Science in Psychology, both from Southeast Missouri State University. |
Provost/Vice President for Academic AffairsDr. Calandra Stringer |
Under her guidance, TSC won the 2024 Innovation of the Year award from the League for Innovation in the Community College for its groundbreaking Pathways to Persistence (P2P) program. By integrating data-driven strategies with personalized academic support, P2P has increased student success rates in critical courses, narrowing achievement gaps across demographic groups. Stringer has also been instrumental in expanding academic offerings aligned with workforce needs, including the launch of new bachelor’s and Associate of Science programs. Her commitment to accessibility led to the College’s adoption of Open Education Resources (OER), saving students more than $250,000 in textbook costs in a single semester. She also developed TSC’s STEM Center, which increased minority student participation in STEM fields by 25%. Her vision for early college access helped establish the Tallahassee Collegiate Academy, Florida’s first charter school authorized by a state college, offering high school students the opportunity to graduate with both a diploma and an Associate of Science degree in a STEM field, tuition-free. Prior to her current role, Stringer served as Associate Vice President for Academic Affairs and Dean of Curriculum and Instruction. She began her career as a middle school teacher and later served as a mathematics faculty member at the college level. Her leadership has been recognized at the local, state, and national levels. She was named one of the Tallahassee Democrat’s 25 Women You Need to Know (2024), received the NISOD Excellence Award (2026), and was recognized nationally as a Distinguished College Administrator by Phi Theta Kappa (2026). She holds a Ph.D. in Mathematics Education from Florida State University, an M.S. in Mathematics from the University of Central Florida, and a B.S. in Mathematics from Paine College. Known for her open-door leadership and mentorship, Stringer is deeply committed to helping students realize their potential and rise to the next level. |
Chief Business Officer/Vice President for Administrative ServicesDr. Barbara Wills |
At TSC, she has led efforts to lower the financial aid default rate by nearly 10%, reduce personnel costs by $500,000, and revise the purchasing card program, resulting in annual rebates exceeding $35,000. She developed and successfully negotiated a cost-sharing model for employee health insurance and has directed funding toward key academic initiatives. Prior to joining TSC, Dr. Wills served as Assistant Superintendent for Leon County Schools, overseeing business operations and managing a $434 million budget for the 33,000-student district. She developed the district’s strategic plan and played a lead role in securing system-wide accreditation, designing governance, leadership, and financial structures to support the process. She chaired the District Advisory Council and the Business Advisory Council. Earlier in her career, Dr. Wills was Director of the Center for Education Research and Policy Studies at Florida State University, where she managed multi-million-dollar grants focused on improving educational outcomes, including a five-year, $10 million grant awarded by the Institute of Education Sciences. Wills is a graduate of the League for Innovation’s Executive Leadership Institute, the American Association of Community Colleges’ Future Presidents Institute, and the Leadership Florida Education Class. Her community involvement has included service with United Way of the Big Bend, the Big Bend Continuum of Care, and Leadership Tallahassee. She has also served as a delegate for the Tallahassee Chamber of Commerce and on the Envision Credit Union Supervisory Committee. Her professional honors include the NISOD Excellence Award (2022), recognition as one of the Tallahassee Democrat’s 25 Women You Need to Know (2014), and the College’s RISE Award for Integrity (2025), one of TSC’s highest honors, recognizing her commitment to ethical leadership, transparency, and accountability. Wills earned a bachelor’s in political science, a master’s in public administration and policy, a Certificate in Public Management, and a Ph.D. in Educational Leadership and Policy Studies from Florida State University. She is happily married and the proud mother of four, including a current Tallahassee State College student. |
